In order to run sovereign build infrastructure we needed to enhance Woodpecker to work with multiple forges (gitlab.com, elbforge.org, codeberg.org):
- PR: allowed orgs per forge -> merged
- PR: fullpath for gitlab allowed groups -> merged
- PR: list editor component use for allowed groups -> merged
We deployed Woodpecker with autoscaling agents and published the reusable deployment configuration
Woodpecker agent autoscaling on OpenStack was added upstream with #PR682
Documentation added to SCS docs for Gitlab Runner and Woodpecker CI

ansible validations !244 fix include/exclude list logic - allow refstack/interop defined list of tests to be supplied via this logic

config file docs severely outdated: Using a clouds-public.yaml for shared cloud configuration doesn't actually work
